RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-745 with Core Mobile Networks, Inc. (dba Core Mobile, Inc.), a corporation, in an amount not to exceed $410,000, to provide a behavioral healthcare regulatory data management platform for Contra Costa Behavioral Health (CCBH), for the period of August 25, 2026 through August 24, 2029.
FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $410,000 over a 3-year period and will be funded 100% by Proposition 30.
BACKGROUND:
This Contract meets the needs of the County by providing a behavioral healthcare regulatory data management platform to aid CCBH in fulfilling its obligations under the Community Assistance, Recovery and Empowerment (CARE) Act to streamline data collection on CARE participants and County clients to help ensure data accuracy, completeness, and timely reporting submission to the Department of Health Care Services (DHCS). The CARE Act creates a new pathway to deliver mental health and substance use disorder services to the most severely impaired Californians who too often suffer from homelessness or incarceration without treatment. The CARE Act moves care and support upstream, providing the most vulnerable Californians with access to critical behavioral health services, housing, and support. This platform provides data collection, integration, and reporting while ensuring compliance with CARE Act mandates by leveraging advanced Artificial Intelligence, predictive analytics, and seamless integration with the County's electronic health records system.
