RECOMMENDATIONS:

APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract amendment with Rubicon Programs, Inc. to extend the term through June 30, 2027, with no change to the payment limit of $250,000, to continue to provide reentry navigation services under the Prosecutor Initiated Resentencing program. 

 

FISCAL IMPACT:

No additional fiscal impact with the extension of the contract term. The original contract is funded 100% by the State of California Board of State and Community Corrections under the California County Resentencing Pilot Program. The contract amendment will extend the term with no change to the payment limit.

 

BACKGROUND:

On December 17, 2024, the Board of Supervisors approved item C.81, authorizing the execution of a contract with Rubicon Programs, Inc. to provide reentry navigation services to individuals under the California County Resentencing Pilot Program (CCRPP) for the period December 1, 2024 through June 30, 2025. Due to previous delays in the initial procurement process and contract development phase, the vendor was unable to complete the provision of all intended services to the community within the original contract timeframe. Accordingly, this amendment extends the County’s contract with Rubicon Programs, Inc. through June 30, 2027, with no change in the total contract amount. 

 

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, the reentry services designated under the CCRPP program would not be fully provided by a local community-based organization and the associated funds will be required to be returned to the state.
