RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer to execute a three-year contract with OpenGov, Inc. in the amount of $224,000 for customized procurement software for the period November 1, 2024 through October 31, 2027.

FISCAL IMPACT:
This contract will be 100% funded by the department's existing General Fund allocation.


BACKGROUND:
The Probation Department and Office of Reentry and Justice (ORJ) are looking to utilize the OpenGov procurement platform for its seamless and streamlined organization of internal workflows from solicitation development to contract management. The software will not replace the procurement services provided by the County's Purchasing Division, rather it will allow the Probation Department to similarly automate solicitation processes specific to ORJ community contracts that fall under the County's policy threshold for competitive bidding. The service will allow the Department to use software in place of multiple spreadsheets, as well as manage approvals, communications, and workflows on every bid through the contracting process. The software will support the department's efforts to implement performance-based contracting. This department-wide initiative allows for careful monitoring of service provider performance and quality of service, as well as timelier responses to contract management considerations and challenges involving contractors.

This purchase is subject to the terms of OpenGov's Master Service Agreement, which includes an indemnity provision from the County to OpenGov and a limitation of liability.
