Report Title: 2024 On-Call Janitorial Services Contract(s) for Various County Facilities

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Summit Building Services, Inc., in an amount not to exceed $6,000,000 to provide on-call janitorial services at various County facilities, for the period October 1, 2024, through September 30, 2029, Countywide.
FISCAL IMPACT:
100% General Fund
BACKGROUND:
Public Works Department is responsible for general cleaning of County buildings and requesting a contract to provide sublet janitorial services to several buildings and locations that require night work due to operational parameters at the building or are remote sites. Public Works Custodial Services does not have a night shift. Sublet janitorial services are also needed to supplement Custodial Services staffing during periods when permanent Custodial staffing resources are inadequate due to unexpected extended absence or vacancies. Sublet services are stopped once permanent staff return from an extended leave or when new Custodians are hired to fill the vacancy. The sublet janitorial services contractor will also be tasked with work that Custodians do not perform such as exterior window washings and power washing of exterior surfaces.
Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County buildings. The Request for Proposal was placed on Periscope/Bidsync (BID 2309-687) on 4-9-2024. The Public Works Department conducted a thorough evaluation and Summit Building Services, Inc., was the vendor selected for this contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, janitorial services at various County buildings and locations will discontinue.
