RECOMMENDATIONS:

APPROVE and AUTHORIZE the Department of Conservation and Development or designee, to execute a contract with EIDIM Group, Inc., in an amount not to exceed $302,798, to upgrade, install, and maintain audio/visual equipment in the department’s Zoning Administrator meeting room for the period of May 12, 2026 through May 12, 2031.

 

FISCAL IMPACT:

100% Land Development Funds.

 

BACKGROUND:

The Department of Conservation and Development hosts numerous public, advisory, and committee meetings in the Zoning Administrator meeting room at 30 Muir Road in Martinez. The current audio/visual (A/V) system is outdated and increasingly non-functional, with failing microphones, poor sound quality, limited display capabilities, and incompatibility with modern conferencing platforms. Upgrading the system will improve meeting accessibility, enhance public participation, and support compliance with hybrid meeting requirements. EIDIM Group, Inc. was selected through a competitive request for proposal process based on its qualifications,

technical expertise, and response to department needs. Under the proposed agreement, EIDIM Group, Inc. will upgrade and install A/V equipment, provide ongoing maintenance and warranty for five (5) years.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract may lead to continued A/V system failures, disruptions to critical departmental functions, and potential inability to conduct hybrid public meetings in compliance with Brown Act requirements.
