Report Title:                     APPROVE and AUTHORIZE execution of the MaintStar Maintenance Software System - Training and Configuration Assistance

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with L.A. Consulting, Inc. in the amount not to exceed $500,000 for MaintStar Maintenance Software System - Training Configuration Assistance, for the period of May 1, 2026 through April 30, 2029, Countywide.

FISCAL IMPACT:

100% Local Road and Flood Control District Funds

BACKGROUND:

The Contra Costa County Public Works Department (County) maintains over 650 miles of roads, 79 miles of creeks and channels, and 29 detention basins and dams throughout Contra Costa County.

The County utilizes MaintStar, a Computerized Maintenance Management Software (CMMS), to track, plan, and manage road and flood control maintenance activities, timesheet billing, and horizontal asset management. L.A. Consulting will provide training, configuration, and technical support services for the County’s MaintStar system. This work includes support for CMMS upgrades to MaintStar, which L.A. Consulting, Inc. previously helped implement. The contractor will also assist County staff in maximizing the use of the CMMS by enhancing and optimizing its configuration.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this contract will prevent the County from completing routine and emergency road and flood control maintenance work in a timely manner.
