RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian, or designee, to execute a purchase order amendment with OverDrive, Inc to increase the payment limit by $2,391,230 to an amount not to exceed $8,391,230 for the acquisition of digital materials for patron download such as audio books, eBooks, music, and videos, with no change to the term ending June 30, 2025.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
On May 9, 2023, the Board of Supervisors approved a purchase order with OverDrive, Inc. in an amount not to exceed $6,000,000 for the term July 1, 2022 through June 30, 2025. The Contra Costa County Library has offered digital collections of audio books, eBooks, video, and music since 2000 and has received services from OverDrive since 2005. Having access to thousands of digital titles that can be downloaded to a personal device for convenient reading or listening assists customers in obtaining library material at any time, 24/7.Usage of Overdrive digital content has increased exponentially since the Pandemic. Public demand is heavy for digital content and is an important component of public library service delivery. The Library respectfully requests Board of Supervisors approval to amend the existing purchase order by increasing the payment limit by $2,391,230 to a new payment limit of $8,391,230.
CONSEQUENCE OF NEGATIVE ACTION:
OverDrive, Inc., is the largest company in the provision and aggregation of online digital files to public libraries. Without board approval, patrons would love access to digital resources that OverDrive, Inc., provides.
