Report Title: Purchase Order with R-Computer for Adobe Software Programs

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Clerk-Recorder, to execute a purchase order with R-Computer, subject to the Adobe General Terms of Use, in an amount not to exceed $9,876.60 for use of Adobe Acrobat Pro, Creative Cloud, Illustrator, InDesign, and Premier Pro, for the period of April 12, 2026, through April 12, 2027.
FISCAL IMPACT:
The total purchase of $9,876.60 will be split between the Clerk-Recorder and Elections Divisions. 21% CR Micrographics/Modernization Fund and 79% Elections General Fund.
The Clerk-Recorder's portion of the expense will not have any impact on the General Fund as it will be funded by the Department's Recorder Micrographics/Modernization Fund. The Election's portion of the expense will be 100% funded through the General Fund.
BACKGROUND:
The Clerk-Recorder-Election's Department utilizes various Adobe software programs to help increase the efficiency and creativity of the services provided to customers. Services that benefit from the utilization of programs such as Acrobat Pro, Creative Cloud, Illustrator, InDesign, and Premier Pro include voter and outreach services.
By executing this purchase order, the County is agreeing to defend, indemnify, and hold Adobe harmless for any claims arising out of its performance under the purchase order agreement. The agreement limits Adobe's liability to the greater of $100 or the total of three months of payments that immediately preceded a claim.
CONSEQUENCE OF NEGATIVE ACTION:
If this authorization is not approved the Clerk-Recorder-Election team will not have access to the useful resources that Adobe provides. For voter and outreach services, this would include not having the ability to create and edit ballot and map images...
