Report Title: Execute interagency agreement with Alameda County Workforce Development Board for Prison to Employment Services


RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an interagency agreement with Alameda County to receive up to $122,902 to support Prison to Employment 2.0 regional partnership plans to serve the formerly incarcerated and other justice-involved individuals in Contra Costa County for the period of July 1, 2023, through December 31, 2025.

FISCAL IMPACT:
If approved, this agreement will result in payments to the County of up to $122,901.24 from Alameda County, which will be budgeted for FY 23-24 and the remaining in FY 24-25. There is no County match.

BACKGROUND:
The Prison to Employment Initiative (P2E) is a grant program that was included in the Governor's 2018 Budget proposal and includes $37 million to operationalize integration of workforce and reentry services in the state's 14 labor regions. The goal is to improve labor market outcomes by creating a systemic and ongoing partnership between rehabilitative programs within California Department of Corrections and Rehabilitation (CDCR) and the state workforce system by bringing CDCR under the policy umbrella of the California Workforce Development Board (CWDB).

Of the P2E 2.0 $19 million state budget, the East Bay Regional Planning Unit (EBRPU) was awarded $606,919. Each of the four workforce boards in the EBRPU will receive an allocation of these funds. Alameda County is serving as the EBRPU fiscal lead for this funding and the Workforce Development Board of Contra Costa will be contracting with Alameda to receive $122,901.24 of this funding to serve Contra Costa residents. This funding expires December 31, 2025. The agreement contains an indemnification provision requiring the County to indemnify Alameda County Workforce Development Board.
