RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with MNS Engineers, Inc. in an amount not to exceed $660,000 for construction management services for the Wildcat Fish Passage Implementation Project, for the period June 15, 2026 through December 31, 2027, North Richmond area. (County Project No.: 7505-6F6101) (District I)
FISCAL IMPACT:
Work performed under this contract will be funded by 39% US Environmental Protection Agency San Francisco Bay Water Quality Improvement Fund, 32% California Department of Water Resources Integrated Water Management, and 29% Local Flood Control District Fund.
BACKGROUND:
The project will replace the existing Wildcat Creek fish ladder with a concrete step pool system, construct a roughened ramp channel with grouted boulders and deflection bollards, desilt and expand the sediment basin, construct RSP training berms with plant tubes, construct access platforms, regrade the basin area, reconstruct a gravel trail, and modify the upstream channel by replacing a grouted rock section with gravel and fines.
MNS Engineers, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with MNS Engineers, Inc. to provide these construction management services.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs.
