RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Aspiranet, to increase the payment limit by $526,933 for a new payment limit not to exceed $2,047,881 to pass through the federal cost-of-living adjustment for Early Head Start Childcare Partnership, and CalWORKs Home Visiting Program services with no change to the term July 1, 2023, through June 30, 2024.
FISCAL IMPACT:
Increase of $526,933 for a total payment limit not to exceed $2,047,881: The contract is funded by 79% federal, and 21% State funds which is budgeted in FY 23-24. There is no County cost.
BACKGROUND:
On June 27, 2023, the Board of Supervisors approved and authorized the Employment and Human Services Director, or designee, to execute a contract with Aspiranet, a nonprofit corporation, in an amount not to exceed $1,520,948, to provide Early Head Start Childcare Partnership, and CalWORKs Home Visiting Program services for the term July 1, 2023 through June 30, 2024, (C.99). Contra Costa County receives funds from the U.S. Department of Health and Human Services, Administration services for eligible County residents. Aspiranet is the only partner that provides home based services for the Early Head Start program. This amendment is to pass through the Cost-of-Living Adjustment (COLA) provided by the federal Administration for Children and Families to County for Early Head Start childcare services.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, fewer eligible families may be served by the County's Early Head Start Enhancement program and CalWORKs Initiative.
