RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #29-808-6 with the City of Martinez to pay County an amount not to exceed $269,729 for the Coordinated Outreach, Referral and Engagement (CORE) Program to provide homeless outreach services to the City of Martinez for the period July 1, 2023 through June 30, 2024.

 

FISCAL IMPACT:

Approval of this Agreement will result in County receiving funds in an amount not to exceed $269,729 from the City of Martinez to provide homeless outreach services.

 

BACKGROUND:

The CORE team serves as an entry point into the county’s coordinated entry system for unsheltered persons and work to locate, engage, stabilize and house chronically homeless individuals and families.  The CORE Program provides homeless outreach services aimed at identifying homeless individuals, youth and families living without shelter and in locations not meant for human habitations.  County has been providing homeless outreach service under this contract since August 2017.

 

Under Agreement #29-808-6, County will receive funds in an amount not to exceed $269,729 from the City of Martinez to provide homeless outreach services through June 30, 2024. This agreement is delayed due to an administrative oversight and shortage of staff in the Health, Housing and Homeless Services Division. The County is agreeing to indemnify and hold harmless the City for claims arising out of County’s performance under this contract.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, County will not receive funding and without such funding, the CORE program will have to operate at a reduced capacity.
