IN THE MATTER OF Recognizing Patricia Muñoz-Zúñiga for 30 years of dedicated and exemplary service to Contra Costa County Health Services.

WHEREAS, Patricia Muñoz-Zúñiga began her County career in July 1996, as a Registered Nurse in County Clinics and the Advice Nurse Unit, advancing through the roles of Advice Nurse, Preceptor, Charge Nurse, Quality Manager, Manager, and Nursing Director; and

WHEREAS, Ms. Muñoz-Zúñiga provided exemplary leadership as Director of the 24/7 Advice Nurse Unit, strengthening workforce stability, enhancing patient-centered telephone triage service, and partnering with County leadership to establish the Advice Nurse job classification and develop innovative staffing models; and

WHEREAS, Ms. Muñoz-Zúñiga led the Advice Nurse Unit through major technology transitions—including implementing the Aspect and NICE inContact telephone platforms and the CentraMax and CCLink electronic health record systems—while developing workflows, training staff, and improving clinical documentation practices that enhanced patient safety and quality of care; and

WHEREAS, Ms. Muñoz-Zúñiga championed quality improvement as a Certified Telephone Triage Nurse by establishing robust quality assurance processes and co-creating the Telephone Consultation Clinic, which earned statewide recognition and improved timely access to efficient, high quality patient care; and
