RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Seneca Family of Agencies, in an amount not to exceed $710,375 to provide Transitional Aged Youth Supportive Services to eligible current and former foster youth for the period November 1, 2025, through October 31, 2026.

FISCAL IMPACT:

100% State Housing Community Development allocation which is budgeted in FY 25-26.

BACKGROUND:

The Employment and Human Services Department (EHSD), Children and Family Services (CFS) Bureau has current and former foster youth ages 18 to 25 that need additional services and supports beyond what is currently available to increase resilience, help achieve successful independence and help remove housing insecurity barriers. Supportive services would include one-to-one counseling and supports life coaching, educational/vocational guidance, household management, and navigating available resources. These services build on the strengths of each individual young adult and are tailored to address their unique and changing needs.

The Contract with Seneca Family of Agencies is being secured as a Single Source pilot contract that leverages the current Wraparound service model, methodologies and staffing currently provided by Seneca for CFS youth and families under Contract #20-578. Should the pilot produce improved outcomes for enrolled participants, EHSD CFS will assess funding availability and options, for potential program expansion via a formal solicitation in alignment with County policy.
