RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept Phillips 66 Community Benefits Agreement grant funding in an amount not to exceed $89,782 for the County to provide additional hours of service to the Rodeo Library for the period of July 1, 2026, through June 30, 2028.
FISCAL IMPACT:
Acceptance of this award will result in a reimbursement to the Library Fund in an amount not to exceed $89,782. No County match required.
BACKGROUND:
The County provides a base level of 18 hours of weekly service at Rodeo Library. An additional six hours of service on Thursday evenings and Saturdays were previously funded through the Rodeo Municipal Advisory Council’s Rodeo Good Neighbor Agreement grant, which is no longer available. Support from Phillips 66 Community Benefits Agreement funds for Fiscal Years 2026/27 and 2027/28 would enable the Library to sustain the six additional hours of operation on Thursday evenings and Saturdays, which have demonstrated strong and consistent community demand.
CONSEQUENCE OF NEGATIVE ACTION:
The Library will be unable to receive the grant Award, thereby impacting services to the Rodeo community. The Rodeo Library would only be open for the County-funded 18 hours per week, instead of the proposed 24 hours per week.
