RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a lease between the County, as lessee, and SPPI Commercial, LLC, as lessor, on behalf of the Employment and Human Services Department, for approximately 34,639 square feet of office space located at 1850 Gateway Boulevard, Suite 800 in Concord for a 10-year term at an initial annual rent of $997,603 with annual rent escalations thereafter, and with two five-year renewal options.

 

FISCAL IMPACT:

54% Federal, 38% State, 8% County General Fund

 

BACKGROUND:

The Employment and Human Services Department (EHSD) has long faced space limitations affecting its Information and Systems Policy and Planning team, prompting the County to secure temporary space at 1850 Gateway Boulevard to consolidate operations and improve workflow until the team’s permanent office in Suite 800 is completed. At the same time, persistent HVAC and elevator issues at 1470 Civic Court in Concord led EHSD to forgo its lease renewal and relocate the Community Services Bureau (CSB) to Suite 800, where it will share space with the Information and Systems Policy and Planning team. To further support departmental space needs and accommodate additional relocations, EHSD will also move its Contracts unit, and its Workforce Services (WFS) and Work Participation Rate (WPR) units from various locations across Contra Costa County into Suite 800.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to relocate these units would prolong operational inefficiencies, negatively impact service delivery, and result in reduced capacity to meet departmental space needs.
