RECOMMENDATIONS:

Plant Acquisition (0111)/ Custody Services Bureau (0300): APPROVE Budget Adjustment BDA-24-00222, appropriating $25,000 from the Martinez Detention Facility (MDF) fund (0300/2578) to the Plant Acquisition-Sheriff Detention Facilities account (0111/4411) to complete the security camera capital project at MDF.

 

FISCAL IMPACT:

Approval of this request will result in the transfer of $25,000 budgeted General Fund allocations from the Sheriff-Coroner agency to a County detention facilities capital projects account.

 

 

BACKGROUND:

On June 24, 2023, the Board of Supervisors approved Budget Adjustment No. BDA-23-00142 to appropriate funding for various capital projects within the Office of the Sheriff. One of the projects involved the replacement of an outdated set of security cameras operating on a 16-year-old analog system.

 

During the construction phase, the Office of the Sheriff’s Detention Facilities team determined it was necessary to have additional equipment, or “spare parts,” on hand to maintain operational safety if any new security equipment is damaged or malfunctions. The equipment “spare parts” will allow the facilities team to immediately address malfunctions and avoid a loss of security coverage or extended outage. The ability to immediately fix malfunctions with the equipment on hand will increase operational safety within the detention facilities. The additional equipment costs were not covered in the original scope of work. This budget adjustment  will supplement the project budget for this out-of-scope expense.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff will not be able to cover the additional out-of-scope costs.
