RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement amendment, effective July 1, 2026, with Mt. Diablo Unified School District to increase the payment limit by $1,213 to a new payment limit not to exceed $616,941, to pass through a federal cost of living adjustment to programs providing Early Head Start services, with no change to the term September 1, 2024, through June 30, 2027.
FISCAL IMPACT:
100% Federal, of which $193,665 was budgeted in FY 24-25, $211,031 was budgeted in FY 25-26, and $212,244.75 is budgeted in FY 26-27.
BACKGROUND:
On December 28, 2023, Request for Proposals #1202 was posted in selecting Head Start Program Childcare Partners. Mt. Diablo Unified School District was selected through the bidder’s process for a term of September 1, 2024, to June 30, 2027. This Agreement will provide a minimum of 20 to a maximum of 24 childcare program slots for children in the Early Head Start per year.
On December 17, 2024, the Board of Supervisors approved consent item C.91, authorizing an agreement in the amount of $615,728 for Fiscal Years 2024 to 2027. On June 23, 2026, the Board approved consent item C.47, authorizing an amendment to increase maximum program slots with no change to payment limit and no change to term.
This action seeks approval to amend the agreement with Mt. Diablo Unified School District pursuant to Section I(C)(6) (Federal Adjustments to Rates for Applicable Head Start Services) reflecting the 0.635% Head Start Cost of Living Adjustment for FY26-27, increasing the payment limit by $1,212.75 to a new payment limit not exceeding $616,940.75 and increasing the Early Head Start monthly rate per program slot from ...
