RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with the City of Richmond to reimburse the Department of Information Technology, subject to the terms and conditions set forth between the parties, for the provision of radio communications programming and maintenance for the period of November 1, 2026, through October 31, 2031.
FISCAL IMPACT:
100% City of Richmond.
BACKGROUND:
The Department of Information Technology’s (DoIT’s) Telecommunication Division will provide the City of Richmond with telecommunicationrelated professional services, including periodic maintenance of radio equipment, diagnostics and repairs, programming and configuration of radios and communication devices, installation and support for wiring and cabling, ongoing technical assistance, and any additional requested radio communication services. Effective July 1, 2026, the Department of Information Technology’s service rate is $160.00 per hour. This rate applies to all work performed on the agency’s radios, in addition to the cost of any required materials and equipment.
This service agreement is needed to ensure that the Richmond Police Department’s radio communications remain reliable, secure, and fully operational at all times. Public safety operations depend on consistent and uninterrupted radio functionality, and specialized technical expertise is required to properly maintain, repair, and support these systems. Partnering with DoIT’s Telecommunication Division provides the Richmond Police Department with access to qualified technicians, standardized countywide communication practices, and timely support that helps prevent equipment failures and ensures effective emergency response.
