RECOMMENDATIONS:
ADOPT Position Resolution No. 26544 to add one (1) full-time Supply and Distribution Supervisor (9XHB) (represented) position at salary plan and grade ZA5 1438 ($6,839.93 - $8,313.97) and cancel one (1) vacant part-time (32/40) Driver Clerk (9QWA) (represented) position #6161 at salary plan and grade TB5 1026 ($4,548.70 - $5,528.98) in the Library Department.
FISCAL IMPACT:
Upon approval, this action will result in an estimated annual increase of $46,724.00 and is funded by the Library Department (100% Library Fund).
BACKGROUND:
The Library Department Shipping unit has never had a dedicated supervisor. Driver Clerks work 6:00 am to 2:30 pm Monday through Saturday and their current supervisor, who also oversees another work unit, works 9:00 am to 6:00 pm Monday through Friday. This means the Driver Clerks are onsite without a supervisor for almost half their work shift. This has led to numerous operational and personnel issues. The department has determined that adding a Supply and Distribution Supervisor who has the same schedule as their direct reports will improve operations and provide the necessary oversight needed to work unit.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the Library’s shipping unit will not have the appropriate organizational structure, and the Driver Clerks will be without a supervisor onsite for a significant portion of their shifts.
