RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works director, or designee, to execute a contract with Smith-Emery of San Francisco, Inc. (Smith-Emery), in an amount not to exceed $900,000 to provide on-call materials testing and inspection services for various County facilities projects, countywide, for the period January 16, 2024 through January 15, 2027 (with a one-year extension option), which may be extended to January 15, 2028 if elected by the Public Works director.

FISCAL IMPACT:
100% Various Funds. Projects will be assigned to the on-call contractor when there is an approved project and funding.

BACKGROUND:
The purpose of the on-call contract is to provide on-call materials and testing and inspection services for various County facilities projects as they occur during the agreement period. The Public Works Department is involved in many such projects that require materials testing and inspection services.
Smith-Emery was selected through a competitive qualifications-based selection process. The Public Works Department solicited Statements of Qualification (SOQs) and received nine. A selection committee comprised of County staff reviewed and ranked the SOQs, shortlisting the top five firms for interviews and presentations. Based on the interviews and presentations, the selection committee scored the shortlisted firms again and developed revised rankings. Public Works recommends that Smith-Emery, which is one of the three highest ranked firms, be awarded the on-call agreement at this time.
