RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-090-4 with Bay Area Community Services, Inc., a corporation, in an amount not to exceed $4,000,000 to operate Delta Landing Interim Housing Program (previously East County Interim Housing Program), which provides interim housing for homeless adults over 18 years of age living in East Contra Costa County for the period of July 1, 2024 through June 30, 2025.

FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $4,000,000 for FY 2024-25 and is funded 100% by Homeless Housing Assistance and Prevention (HHAP) funds.

BACKGROUND:
Contractor will operate a 172-room, low-barrier, permanent housing-focused interim housing program serving homeless adults over 18 years of age living in East Contra Costa County without custody of minor children at 2101 Loveridge Road in Pittsburg, CA. Contractor will provide staffing twenty-four (24) hours a day, seven (7) days a week including coordinating admissions and exits, coordinating meal services, providing onsite wellness checks and ensuring individuals have their basic needs met with clothes, food, and hygiene supplies. This Contractor has been providing services to the County under this Contract since April 2021.

This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld.
