RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the County, Participation Agreement (Contract #74-732) with California Mental Health Services Authority (CalMHSA), a government agency, in an amount not to exceed $170,200 to provide a behavioral healthcare information exchange platform for the period March 17, 2026 through March 16, 2027.
FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $170,200 and will be funded 100% by Alcohol and Other Drug Services (AODS).
BACKGROUND:
This Contract meets the needs of the County by providing software as a service. CalMHSA will provide the County with its managed interoperability Software as a Service solution, to assist County in meeting state and federal interoperability requirements. Through its Interoperability Solution Program, CalMHSA will provide, CalMHSA Connex, a managed interoperability to facilitate the exchange of Protected Health Information, Personally Identifiable Information and other information between organizations and connecting County with larger exchange networks.
This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld.
