Report Title:                     Classification Study and Compensation Study Services

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract with The Segal Company (Western States), Inc., dba Segal for classification study and compensation study services in an amount not to exceed $200,000, for the period of May 1, 2026, through April 30, 2029.

 

FISCAL IMPACT:

The cost will be offset by charges to user departments that will utilize the services. (100% User Departments)

 

 

BACKGROUND:

The County conducted a Request for Proposals to solicit multiple vendors for project-based classification studies, compensation studies, and executive recruitment services.

 

The Segal Company (Western States), Inc., dba Segal will provide classification and compensation study services, including larger countywide studies that serve to consolidate, standardize, and align the scope, type, and level of work performed in all classifications throughout the County and analysis of salary comparability both internally and externally with comparator counties.

 

The agreement contains special conditions that limits Segal’s potential liability and contains modified indemnification language.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the contract is not approved, Human Resources will not be able to support departments with specialized classification and compensation services when needed.
