RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Family Caregiver Alliance in an amount not to exceed $314,071 to provide Older Americans Act Title III-E Family Caregiver Support Program services for the period July 1, 2025 through June 30, 2026.

FISCAL IMPACT:
100% Federal funds all of which has been budgeted in FY 25-26.

BACKGROUND:
The Older Americans Act (OAA) Title III-E Family Caregiver Support Program (FCSP) provides a local multi-faceted system of support services to (1) unpaid family caregivers of older adults, and (2) grandparents, or other older relatives, with primary caregiving responsibilities for a child. FCSP services include but are not limited to Information Services, Respite Care and Support Services.

This vendor was selected through a Request for Proposal (RFP) 1198 conducted in 2023 which met the procurement requirements outlined in Administrative Bulletin 600.3. The Board approved the initial contract on February 6, 2024 in the amount of $289,900 (C.46). On June 25, 2024 (C.83), the Board approved an amendment to increase the payment limit by $39,319. The Board approved a contract renewal in the amount of $414,670 on September 24, 2024 (C.54). On June 10, 2025 (C.55), the Board approved an amendment to increase the payment limit by $17,515. This action is to renew the contract for FY 25-26.

CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to continue to provide family caregivers with the additional support they need to continue to provide caregiving in the home to the older adult in their car...
