Report Title: Myers Towing

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Myers Towing in an amount not to exceed $500,000 to provide marine salvage services for the period December 1, 2024 through November 30, 2027.
FISCAL IMPACT:
Approval of this request will result in up to $500,000 in contractual service expenditures over a 3-year period and will be funded 100% by the California Department of Boating and Waterways grant: Surrendered and Abandoned Vessel Exchange (SAVE).
BACKGROUND:
The waterways in and around Contra Costa County have long been used for illegal dumping and sinking of abandoned and derelict vessels of all sizes and types. If these vessels remain in the water, they can become a hazard to safety, navigation, wildlife, and the environment. Additionally, many vessels carry hazardous materials that if discharged can lead to other potential hazards. The occupancy of abandoned vessels in the waterway adversely impacts residents, and commercial and recreational boaters in and around Contra Costa County. The Office of the Sheriff's Marine Services Unit utilizes salvers who are specially trained, equipped, and capable of safely removing vessels that may be afloat, aground, or submerged.
A family-owned business with over 30 years of experience, Myers Towing is a licensed roadside service provider that also offers vessel towing, salvage, and haul-out services. Equipped with winch and flatbed trucks, they have the capability to recycle and dispose of vessels at their Tracy facility and provide vessel storage as needed by the Office of the Sheriff.
Approval of this retroactive contract is requested due to administrative delays resulting from an increasing number of contracts.
