RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26381 to add two (2) Deputy Director of Health Services - Exempt (VCB4) positions in salary plan and grade B85 1000 ($23,577.77 - $28,658.92) and cancel one (1) vacant Mental Health Clinical Specialist (VQSB) position #19653 in salary plan and grade TC2 1384 ($6,361.86 - $ 9,444.21) and cancel one (1) vacant Registered Dental Assistant (V9WG) position #16711 in salary plan and grade TA5 1085 ($4,592.71 - $5,582.46) in the Health Services Department. (unrepresented and represented)

FISCAL IMPACT:
This action would incur an annual cost of $797,152.43 which includes $119,068.25 in pension costs. (100% Hospital Enterprise Fund I)

BACKGROUND:
As part of Contra Costa Health Department Finance Division transition, the Board of Supervisors ratified a contract with Alvarez & Marsal Healthcare Industry Group, LLC on November 5, 2024 to provide interim Chief Financial Officer services including the day-to-day financial management for the Health Services Department. A critical component of that transition will include the reorganization of the Finance Division which manages a $2.8 billion budget and overseeing a staff of 150 professionals, technicians, and clerical employees.

In preparation for this transition, the Board of Supervisors approved the addition of one (1) Deputy Director of Health Services - Exempt (VCB4) position on October 24, 2023 to serve at the Deputy Chief Financial Officer for the Department.
