RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-522-7 with 5C Consulting Group LLC, a limited liability company, in an amount not to exceed $729,600, to provide consulting services for data analytics and operational reporting for Contra Costa Health's Information Systems Unit for the period from July 1, 2026 through June 30, 2029.

FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $729,600 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
Approximately thirty-five thousand (35,000) patients visit the Contra Costa Health (CCH) Emergency Department (ED) and ten thousand (10,000) visit the Psychiatric Emergency Services (PES) unit annually. This Contract meets the needs of CCH by supporting quality and operational reporting for the ED and PES services. CCH began contracting with the Contractor in 2014. The department has continued to renew this service Contract based on the Contractor's historical knowledge of the work and high-quality work products produced by the Contractor, aiding with regulatory reporting and workflow improvements.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. This Contractor was approved by the Public Works Department's Purchasing Division through a Request for Qualification awarded on September 12, 2025. CCRMC's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld.
