Report Title: CSA EM-1 Final Report (Measure H)
?Recommendation of the County Administrator ? Recommendation of Board Committee

RECOMMENDATIONS:
ADOPT a resolution confirming Final Report for County Services Area (CSA) Emergency Medical Services Area 1 (EM-1) and setting assessments to be collected with the Fiscal Year (FY) 2026-27 property taxes.

FISCAL IMPACT:
Proposed FY 2026-27 assessments for CSA EM-1 total $241,011.77 for Zone A and $4,598,775.00 for Zone B. There is no General Fund impact.

BACKGROUND:
On June 23, 2026, the Board held a public hearing on the Tentative Report for CSA EM-1 and adopted Resolution No. 2026-225 declaring the Board's intent to levy assessments set forth in that report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-1 updates the Tentative Report based solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes in the class of use of parcels.

Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by the voters with the passage of Measure H in November 1988. Enhanced EMS services include additional staffed paramedic units to respond to 9-1-1 calls: support for firefighter EMS first responder programs, EMS communications and miscellaneous EMS enhancements.

The basic assessment rates proposed are $3.94 per single-family residence or benefit unit for Zone A (San Ramon Valley) and $10.00 per single-family residence or benefit unit for Zone B (balance of county). The lower rate for Zone A reflects the fact that certain EMS enhancements are funded by other revenue sources in the San Ramon Valley area. These rates are unchanged from the prior year.

CONSEQUENCE OF NEGATIVE ACTION:
Failure to set the CSA EM-1 assessment rate prior to August 10, 2026, may result in the EM-1 assessments not being included in the pro...
