RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #74-218-31 with Desarrollo Familiar, Inc. (dba Familias Unidas), a non-profit corporation, effective May 1, 2026, to amend Contract #74-218-30, to increase the payment limit by $984,062, from $1,308,928 to a new payment limit of $2,292,990 and extend the termination date from June 30, 2026 to a new termination date of December 31, 2026 for additional Medi-Cal specialty mental health services primarily for underserved Latino children, youth and their families in West Contra Costa County.

FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional budgeted expenditures of up to $984,062 and will be funded by 46% Federal Medi-Cal, 46% Mental Health Realignment, and 8% County General Fund. (Rate increase)

BACKGROUND:
This Contract meets the social needs of County's population by providing Medi-Cal specialty mental health services, including assessments; individual, group, and family counseling; case management; and outreach to an underserved Latino population in West Contra Costa County, which will result in greater home, community, and school success. Desarrollo Familiar, Inc. (dba Familias Unidas) has provided community based mental health services to the County since October 1, 2003.

This Contract is entered into under and subject to the following legal authorities: Welfare and Institutions Code, ? 5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ? 523 et seq. (Community Mental Health Services) and California Government Code ?? 26227 and 31000.
