Report Title:                     Approve and Authorize Contract Extension with California Secretary of State for Grant Funding Reimbursement Related to Voting Systems Equipment

RECOMMENDATIONS:

Approve and Authorize the Clerk-Recorder, or designee, to execute a contract extension with California Secretary of State, in an amount not to exceed $6,038,436, for grant funding to reimburse purchases of voting systems equipment under the Help America Vote Act (HAVA), extending the period of the agreement from February 1, 2019, through December 31, 2024, to the new termination date of August 31, 2026.

 

 

FISCAL IMPACT:

100% General fund. Grant funding will offset Department costs with reimbursement revenues.

 

 

BACKGROUND:

The Department participates in three separate HAVA grant programs operated by the California Secretary of State, to secure federal and state funding for election-related costs. This contract amendment will secure the remaining balance of the County’s allocation of HAVA 301 funds for voting systems equipment replacement and upgrades through August 31, 2026.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Department would have less available funding to purchase replacements and/or upgrades to voting systems equipment without incurring substantial costs to the County General Fund.
