RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26226 to add one (1) Employment and Human Services Division Manager (XADD) (represented) position at Salary Plan and Grade ZA2 1841 ($9,526 - $12,194) and cancel one (1) vacant Intermediate Clerk - Project (99J3) (represented) position at Salary Plan and Grade QH5 0946 ($3,928 - $4,774) in the Employment and Human Services Department (EHSD), Community Services Bureau.


FISCAL IMPACT:
$91,524.68 to the CSB baseline budget (on an annualized basis) and no net county cost impact. This is funded 50% by State Funds from California Department Education and California Department of Social Services and 50% by Federal Funds from Administration of Family and Children.


BACKGROUND:
Community Services Bureau (CSB) is requesting approval to hire one (1) permanent Division Manager to oversee the CSB Childcare Partner unit, manage Head Start grant application, lead in federal review, manage spend-down planning federal budget and monitor contractor performance with Federal and State mandates.
Community Services Bureau remains the largest childcare provider in Contra Costa County, providing quality early care and education services to over 2,000 pregnant women and children ages birth to kindergarten-entry. Federal Head Start and State child development services are delivered through twelve (12) directly operated centers and a growing community of partnership agencies. CSB currently maintains agreements with 10 subcontractors and 1 subrecipient.
