Report Title: Purchase Order with Midwest Tape, LLC for Hoopla Subscription through June 30, 2027

RECOMMENDATIONS:
RESCIND Board Action of March 26, 2024, (C.54) which was for the term April 1, 2024, through June 30, 2025; and APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Midwest Tape, LLC, in an amount not to exceed $1,000,000 for Hoopla, a digital resource platform, for the period April 1, 2024 through June 30, 2027, and for successive 12-month periods thereafter unless the agreement is terminated.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Library Department is requesting approval of a purchase order with Midwest Tape, LLC, for Hoopla. Hoopla is a digital resource that offers Library patrons access to borrowing audiobooks, eBooks, comics, movies, TV, magazines, and music for any device. This service is specifically requested by the County Librarian to expand the Library’s digital material offerings and to add digital music to its offerings.
The Terms and Conditions of the purchase order include limitation of liability and indemnification provisions, approved by County Counsel.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not have access to the digital materials offered by Midwest Tape, LLC’s Hoopla products.
