RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #25-084-7 with Contra Costa Interfaith Transitional Housing, Inc., a non-profit corporation, to amend Contract #25-084-4 (as amended by Contract Amendments #25-084-5 and #25-084-6), effective March 1, 2026, to increase the payment limit by $655,687, from $3,017,580, to an amount not to exceed $3,673,267 to provide additional rapid rehousing and homeless prevention services for transition aged youth (TAY), adults, and families in Contra Costa County with no change in the term ending June 30, 2027.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional budgeted expenditures of up to $655,687 funded 100% by County General Funds Contingency Reserve.

BACKGROUND:
This Contract meets the social needs of the County's population by providing rapid rehousing and homeless prevention services to the homeless TAY, adult and family population in Contra Costa County. These services include case management which will assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Rapid rehousing services will include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies, to participants experiencing homelessness or who are at risk of becoming homeless.
