RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-904 with Acuvance, LLC, a Limited Liability Company, in an amount not to exceed $478,080, to provide an assessment of Contra Costa Health's operations, infrastructure, and financial performance, for the period from March 1, 2026 through April 30, 2027.

FISCAL IMPACT:
Approval of this contract will result in expenditures of up to $478,080 over the contract term. This contract will be funded 100% by Hospital Enterprise Fund I as budgeted by the Health Services Department.

BACKGROUND:
The Health Services Department requires specialized consultation and technical assistance to conduct a comprehensive assessment of Contra Costa Health's operations, infrastructure, and financial performance. This assessment is discretionary but essential for identifying opportunities to improve efficiency, strengthen operational practices, and enhance long-term financial sustainability.

The services under this contract support the Office of the Director/Finance in evaluating eight (8) key focus areas: Revenue Cycle, Supply Chain & Purchased Services, Pharmacy, Ambulatory & Physician Enterprise, Workforce, Healthcare Information Technology, Clinical Operations, and Strategy. Contractor's activities will include data collection and validation, benchmarking and key performance indicator analysis, stakeholder interviews, onsite observation, and development of a Findings & Recommendations Report and Implementation Roadmap.
