RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract Amendment Agreement #24-717-12 with Portia Bell Hume Behavioral Health and Training Center, a non-profit corporation, effective July 1, 2023, to amend Contract #24-717-11, to provide additional Mental Health Services Act (MHSA) Full Service Partnership (FSP) Services to non-Medi-Cal adults with serious mental illness who are homeless or at serious risk of homelessness, with no change in the original payment limit of $2,745,778, and no change in the original term of July 1, 2023 through June 30, 2024.
FISCAL IMPACT:
Approval of this amendment will result in no change to the original budgeted expenditures of up to $2,745,778 and is funded 100% by Mental Health Services Act. (No rate increase)
BACKGROUND:
This contract meets the social needs of County's population by providing a FSP Program funded by the MHSA, providing a comprehensive range of services and supports in West, Central and East Contra Costa County including case management, mental health services, medication support, and crisis intervention to non-Medi-Cal adults with serious mental illness who are homeless or at serious risk of homelessness. This contractor has been providing MHSA FSP services to the county since March 2014.
On December 12, 2023, the Board of Supervisors approved Contract #24-717-11 with Portia Bell Hume Behavioral Health and Training Center, in an amount not to exceed $2,745,778, for the provision of MHSA FSP Program services to adults with serious mental illness who are homeless or at serious risk of homelessness for the period from July 1, 2023 through June 30, 2024.
