Report Title: Adult Protective Services Internship Program with California State University East Bay
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a non-financial agreement with Trustees of the California State University on behalf of California State University, East Bay, to provide student internship placement(s) for practical social work field experience to eligible students and Employment and Human Services Department Social Workers staff for the period July 1, 2026, through June 30, 2028.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Employment and Human Services Division, Adult Protective Services (APS), provides critical intervention and support to vulnerable and dependent adults experiencing abuse, neglect, or exploitation. To enhance services and support workforce development, APS seeks to partner with California State University, East Bay, to provide supervised field placement opportunities to students enrolled in relevant academic programs (social work, human development, psychology). Field placements are a required component of many undergraduate and graduate programs and provide students with hands-on experience in the public service settings.
This agreement includes mutual indemnification to hold harmless both parties for any claims arising out of the performance under this agreement.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, APS will be unable to establish a formal internship with the California State University, East Bay. This will reduce the department's ability to expand services capacity though supervised student involvement and restrict students' access to valuable field experience in their community.
