Report Title:                     APPROVE and AUTHORIZE the Purchasing Agent to execute a blanket purchase order with Contra Costa Waste Service for waste disposal services.

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Public Works Director, a blanket purchase order with Contra Costa Waste Service, in an amount not to exceed $1,000,000, for waste disposal services at their landfill facility, for the period of May 1, 2025, through April 30, 2028, Countywide.

 

FISCAL IMPACT:

Funded by 40% Local Road, 40% Flood Control, and 20% General Funds.

 

BACKGROUND:

The Contra Costa County (County) Public Works Department maintains over 660 miles of roads, 79 miles of creeks and channels, 29 detention basins and dams, and over 150 County buildings throughout the County. Disposal of waste materials is required for ongoing routine and emergency road, flood control, and building maintenance.

 

Contra Costa Waste Service dba Mt. Diablo Resource Recovery (MDRR) is a regulated and licensed solid waste landfill facility located in the Pittsburg area of the County. There are a limited number of landfill facilities within the County, and Contra Costa Waste Service is the only facility the Public Works Department can use in East County.  It is important for the Public Works Department to have access to Contra Costa Waste Service because it allows the department to dispose of debris when working in East County.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the blanket purchase order will prevent the Public Works Department from completing routine and emergency road, flood control, and building maintenance in a timely manner.
