RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to apply for and accept the FY 2026 Byrne Discretionary Community Project Grant from the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime in an amount not to exceed $500,000 for the period October 1, 2026 through September 30, 2029 for the Healing and Justice for Labor Trafficking Survivors Project.
FISCAL IMPACT:
The County will receive up to $500,000 federal grant funding over the 3-year award period. No match is required.
BACKGROUND:
In June 2026, the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime (OVC) issued a Notice of Funding Opportunity (NOFO) for the OVC FY 2026 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program. Contra Costa County District Attorney's Office received an invitation to apply to this grant program from the OVC. The District Attorney's Healing and Justice for Labor Trafficking Survivors Project is identified in the Congressional Joint Explanatory Statement for projects designated for funding pursuant to the Department of Justice Appropriations Act, 2026 (Pub. L. No. 119-74, Div. A, Title II).
The District Attorney's Office will apply to this grant to provide comprehensive investigative and victim advocacy services to survivors of labor trafficking.
