Report Title: Contract Amendment with Smart ERP Solutions, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute a contract amendment with Smart ERP Solutions, Inc., to increase the payment limit by $147,000 to a new payment limit of $607,000 and to extend the term through June 30, 2027, for the license and support of employee onboarding software.
FISCAL IMPACT:
The cost of this contract extension for the annual fee is funded through the Benefits Administrative Fee which is charged to departments.
BACKGROUND:
The Human Resources Department is continually looking for ways to make processes and procedures more efficient and effective for County departments and employees. In 2021, the County partnered with Smart ERP Solutions on two improvement projects for implementation of the Smart Toolkits solution software which included automation functionality. Smart ERP Solutions is a modularized system integrated with the County's PeopleSoft environment to automate HR forms and workflows for customized Onboarding portals for each department and the new Merit Step Review process. Smart ERP software has enhanced the performance of the PeopleSoft system and enables this HR automation functionality to increase efficiency countywide.
Smart ERP Solutions provides specific and unique support for the customized software needs of the County's HR automation functionality. The contract with Smart ERP includes a provision that limits the Contractor's liability to the County to the amount paid under the contract unless the liability is a result of Smart ERP's gross negligence or willful misconduct.
