RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute individual contracts with Herc Rentals Inc., NorCal Rental Group, LLC, Pape Machinery Inc., and Sunstate Equipment Co., LLC in the amount not to exceed $750,000 for each contract, to provide rentals of heavy equipment, for the period of March 3, 2026 through March 2, 2029, Countywide.

FISCAL IMPACT:
100% Local Road and Flood Control District Funds.

BACKGROUND:
The Contra Costa County Public Works Department (County) maintains over 660 miles of roads, 79 miles of creeks and channels, and 29 detention basins and dams throughout Contra Costa County.

On October 7, 2025, the County issued a Request for Proposal (RFP) F-CONTR-0000000134 for rentals of heavy equipment. Six vendors responded and the County reviewed all submitted proposals and four were selected to provide the services: Herc Rentals Inc., NorCal Rental Group, LLC, Pape Machinery Inc., and Sunstate Equipment Co., LLC.

The County will use the contract on an as-needed basis to support County operations that require various types of heavy equipment. While the County owns a portion of the equipment necessary to perform this work, it is not sufficient to meet operational needs during periods of peak demand. As such, the County seeks to establish a rental contract to supplement its existing equipment inventory when additional resources are required.
