RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with Mount Diablo Unified School District in an amount not to exceed $476,511 to provide Workforce Innovation and Opportunity Act year-round youth workforce development services in Central County for the period July 1, 2024 through June 30, 2025.

FISCAL IMPACT:

$476,511: 100% Federal Funds, all of which will be budgeted in FY 24-25 (CFDA #17.259)

BACKGROUND:

This interagency agreement was awarded through Request for Proposal (RFP) #1174 for the provision of comprehensive Workforce Innovation and Opportunity Act (WIOA) youth development services to eligible youth ages 16-24 in Contra Costa County. This is the third renewal from the RFP Award.

WIOA defines the nation's job training systems and provides guidance for local workforce development systems designed to increase employment, retention, and earnings of participants, and to increase occupational skill attainment by participants. The goals of these efforts are to improve the quality of the workforce, reduce welfare dependency, and enhance productivity and competitiveness of the nation's workforce.

Agency will provide eligible in-school and out-of-school youth with a broad range of coordinated services. This includes assistance in academic and occupational learning; development of leadership skills; preparation for further education, additional training, and eventual employment.

The previous agreement for these services with the Agency was authorized by the Board of Supervisors on April 18, 2023 (C.65).
