RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an Interagency Agreement with Liberty Union High School District in an amount not to exceed $750,000 to provide employability skills training and individual education plan support for California Work Opportunity and Responsibility to Kids Welfare-to-Work participants for the period July 1, 2026, through June 30, 2029.

FISCAL IMPACT:

100% Federal: California Work Opportunity and Responsibility to Kids (CalWORKs) single allocation, of which $250,000 is budgeted in FY 26-27, $250,000 to be budgeted in FY 27-28, and $250,000 to be budgeted in FY 28-29.

BACKGROUND:

On May 21, 2024, the Board approved Item C. to execute an Interagency Agreement with Liberty Union High School District for the period July 1, 2024, through June 30, 2026. This action is to execute an agreement renewal.

The Employment and Human Services Department provides countywide employment skills training and individual education planning for California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare-to-Work (WTW) participants through the Finding Opportunities Careers for Ultimate Self-Sufficiency and Career Connections Programs. These services are currently administered by Liberty Union High School District as an integral part of the CalWORKs WTW Program. These courses are designed to provide assistance to families with the goal of obtaining employment and becoming self-sufficient.

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County will not be able to continue to provide these services through Liberty Union High School District to CalWORKs WTW participants.
