RECOMMENDATIONS:

AUTHORIZE the Co-Directors of the Office of Racial Equity and Social Justice to release, in substantial form, a Request for Qualifications to solicit submissions of qualifications from local agencies, organizations and collaborative groups qualified to serve as the Lead Entity for the development and implementation of the Federal D. Glover Community Wellness Network.

BACKGROUND:
On August 12, 2025, the Board of Supervisors approved the final implementation plan for the African American Holistic Wellness and Resource Hub. At the time, the Board of Supervisors approved the establishment of the Transitional Community Advisory Body (TCAB) for the African American Holistic Wellness and Resource Hub (AAHWRH) to support the AAHWRH development during Phase 1 by providing guidance to ORESJ in the procurement of an independent lead entity who will oversee implementation and coordination. The TCAB
has held monthly meetings since October 2025.

In January 2026, the TCAB recommended adopting a new name for the initiative, the Federal D. Glover Community Wellness Network, to honor the late Supervisor Federal Glover's leadership and support for the project, and to align with the community's vision that the wellness initiative serve as a countywide web of community-based providers, county agencies and local jurisdictions working collaboratively to address intersectional health and wellness issues that impact vulnerable Black/African American communities.
