RECOMMENDATIONS:

APPROVE AND AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Interim Health Services Director, up to 140 Safeway gift cards each with a $50 value totaling $7,000; 29 Target gift cards each with a $50 value totaling $1,450; 30 WinCo gift cards each with a $50 value totaling $1,500; and $50 in shipping costs for a total amount not to exceed $10,000 for low-income clients served by the HIV and STI program for the period from August 1, 2025 through December 31, 2025.

 

FISCAL IMPACT:

The $10,000 expenditure will be funded by the Medi-Cal Waiver Program (MCWP) revenues. No County General Funds will be utilized.

 

BACKGROUND:

The HIV/STI Program within Contra Costa Public Health administers the Ryan White (RW) and Medi-Cal Waiver Program (MCWP) fee-for-service. These services are intended for low-income clients living with HIV or AIDS and actively enrolled in Medical Case Management. Providing food voucher support will reduce financial burden, enhance nutritional intake, and lead to improved health outcomes for clients. All vouchers are distributed based on need and eligibility as outlined by RW & MCWP.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, clients without access to adequate food may experience malnutrition, which weakens the immune system and worsens HIV-related health outcomes.
