Report Title:                     Contract Amendment with First Carbon Solutions

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract amendment with First Carbon Solutions, to extend the contract term from February 18, 2026, to February 28, 2027, and increase the contract amount from $199,950 to $400,000, to continue providing on-call environmental services.

 

FISCAL IMPACT:

 

No impact to the County's General Fund. Project costs are covered by project applicant fees.

 

BACKGROUND:

 

In March 2024, the Conservation and Development Department (DCD) entered a contract with First Carbon Solutions ("Contractor") in an amount not to exceed $60,000 for the period March 1, 2024, through February 28, 2026, to provide on-call environmental services (e.g., Environmental Impact Report, development and peer review of technical analysis’). In July 2025, the contract was amended to change the Contractor’s address and increase the payment limit $60,000 to $199,950.

 

DCD is requesting the Board of Supervisors authorize a contract extension from February 28, 2026 to February 28, 2027 to continue on-call services. DCD also requests an amendment to the payment limit from $199,950 to $400,000 to accommodate additional on-call services for the contract period.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If the recommended action is not approved, First Carbon Solutions would not be able to continue to provide services, which may result in delayed delivery of environmental documents.
