Report Title: ADOPT Resolution No. approving a side letter of agreement modifying the Memorandum of Understanding between the County of Contra Costa and the Deputy Sheriffs Association (DSA) Rank and File Unit, to provide that following successful completion of academy training and upon the affirmative recommendation of the Office of the Sheriff, Deputy Sheriff Recruits (6X7A) will be promoted to the Deputy Sheriff (6XWA) classification.

RECOMMENDATIONS:

ADOPT a Resolution approving a side letter of agreement between the County of Contra Costa (County) and the Deputy Sheriff's Association (DSA) modifying Section 18 - Probationary Period of the Memorandum of Understanding (MOU) governing wages, hours, and terms and conditions of employment for the DSA Rank & File Unit, to provide that following successful completion of Academy training and upon the affirmative recommendation of the Office of the Sheriff, Deputy Sheriff Recruits will be promoted to the Deputy Sheriff classification.

FISCAL IMPACT:

None.

BACKGROUND:

The Office of the Sheriff administers a 26-week Deputy Sheriff Academy (Academy) certified by the Commission on Police Officer Standards and Training (P.O.S.T.). The Academy offers the P.O.S.T Regular Basic Course. Upon successful completion of the Academy, graduates are eligible to receive a California Basic P.O.S.T. Certificate. Possession of this certificate is a minimum qualification for an appointment to the Deputy Sheriff classification.

Students are appointed to the Deputy Sheriff - Recruit classification for the duration of their Academy training. At present, and pursuant to Section 18.1 - Length of Probation of the MOU, incumbents in the Deputy Sheriff - Recruit classification serve a one (1) year probationary period.
