RECOMMENDATIONS:

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with Walker Telecomm, Inc. in an amount not to exceed $2,500,000 to provide installation and maintenance of telecommunications cabling on an as-needed basis for the period of May 14, 2025, through April 30, 2028.

FISCAL IMPACT:

The cost of this contract is paid for by the Department of Information Technology and is reimbursed by departments or agencies receiving the services. 100% User Departments.

BACKGROUND:

Historically, the Department of Information Technology (DoIT) has maintained a contract with an external vendor to provide telecommunication cabling installation and maintenance services on an as-needed basis. This vendor has been especially critical during periods of staffing shortages and has supplemented internal resources to ensure timely completion of new building projects. While DoIT is pleased to report that over the past several years it has successfully recruited and hired permanent telecommunications specialists, this contract remains necessary to address fluctuating workloads and to ensure continuity of service delivery.

On November 6, 2024, the Purchasing Division of the Public Works Department issued a Request for Proposal (RFP) Bid # 2411-849 on behalf of DoIT seeking firms who could provide installation and maintenance of telecommunication cabling services on an as-needed basis. Upon the bid closing on December 12, 2024, the County received four (4) qualified proposals. A Qualifications Evaluation Committee, composed of DoIT staff, was convened to evaluate each proposal.
