Report Title: Contract Amendment #74-736-1 with Early Childhood Mental Health Program

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #74-736-1 with Early Childhood Mental Health Program, a non-profit corporation, effective July 1, 2025, to amend Contract #74-736, to modify the scope of Measure X-funded mental health services provided to support children up to age seven (7) and their families in Contra Costa County and modify the number of service of units, with no change in the payment limit of $293,183 or term ending June 30, 2026.
FISCAL IMPACT:
Approval of this Contract Amendment will not impact the payment limit of $293,183 which is funded 100% by Mental Health Measure X. (No rate increase)
BACKGROUND:
This Contract meets the social needs of the County's population by providing Measure X-funded mental health services to vulnerable populations including but not limited to: children ages zero to seven (0 to 7), and the lesbian, gay, bisexual, transgender, queer, intersex, and plus (LGBTQI+) communities residing in Contra Costa County. Measure X is a half-cent Countywide sales tax the Measure X Community Advisory Board (MXCAB) recommended to the Board of Supervisors. The Board of Supervisors placed the sales tax proposal on the November 2020 ballot before voters with the goal of providing local funds for local priorities. The tax was passed on November 3, 2020, and generates approximately $120 million each year to support a variety of County mental health services. This Contract has a direct impact on the health and safety of our community.
