Report Title: Acceptance of 2026-2027 Area Agency on Aging Area Plan Update

RECOMMENDATIONS:
APPROVE and AUTHORIZE the submission of the Contra Costa County Area Agency on Aging 2026-2027 Area Plan Update on Aging for services under the Older Americans Act and other State funded programs to the California Department of Aging and AUTHORIZE Diane Burgis, Board of Supervisors Chair, to sign the Letter of Transmittal.

There is no fiscal impact.
BACKGROUND:
The Area Agency on Aging (AAA), a division of the Employment and Human Services Department of the Aging & Adult Services Bureau, is responsible for providing services to older adults, persons with disabilities, and family caregivers through the Older Americans Act (OAA) and other funding sources administered by the California Department of Aging (CDA). As mandated by the OAA, every four years, the AAA is required to conduct an assessment of needs of its client population and submit a four-year plan outlining its strategies to address these needs. The AAA's 2024-2028 Area Plan was approved by the Board on June 25, 2024, item C.95. Per CDA, AAA’s must submit annual updates to the plan in the subsequent three years.
The 2026-2027 plan was presented to the public via a Public Hearing and approved by the Advisory Council on Aging March 18, 2026. The Letter of Transmittal was signed by the Chair of the Advisory Council on Aging. Signature by the Chair of the Board is now requested.
CHILDREN'S IMPACT STATEMENT:
This action supports the fourth of Contra Costa County’s community outcomes of the Children’s Report Card, "Families that are Safe, Stable and Nurturing.”
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the AAA will not be in compliance with CDA requirements.
